Specter - DIY NIR+Visible spectrometer

Overview

Specter is a simpler and lower cost (and therefore lower quality) reboot of the original AltSpectra project. The main inspiration is Renaud Schleck's DIY spectrometer build which works in a manner similar to Public Lab's DIY Spectrometry Kit with the added change of using a linear CCD as a sensor instead of a USB webcam.
